Documents for crossing the border

What is checked when leaving Ukraine and entering the EU: passports, documents for children, documents for the car, and where to look up the primary source before you travel.

The border is checked twice. First the Ukrainian side — border guards and customs, then the neighbouring EU country, again border guards and customs. That is four separate checks with different requirements, and one missing document stops the trip at any of them.

Below is what is actually asked for, with an official source for each point. The rules for leaving Ukraine under martial law change more often than anything else on this page, so we state the update date explicitly: 14 August 2026. Check the primary source before you travel.

Adult travellers: passport and entry conditions

Visa-free entry to the Schengen area requires a biometric Ukrainian passport for travel abroad. Two requirements concern the document itself rather than the trip:

Visa-free travel allows a stay of up to 90 days in any 180-day period. It is not a right of entry: an EU border guard may ask about the purpose of the trip, where you will stay, your return ticket and whether you have sufficient means, and may refuse entry on the strength of that conversation. Current entry conditions are on the official EU portal travel-europe.europa.eu.

You are registered by the EES

Since 10 April 2026 the Entry/Exit System has been running at every external Schengen border. Passport stamps have been abolished; instead, the first crossing after the launch requires registration: a facial image, fingerprints and passport data. This affects processing time, especially on that first crossing.

Details are in a separate article: EES and ETIAS: what changed at the border.

Leaving Ukraine under martial law

Restrictions on men aged 18 to 60 leaving the country have been in force since 2022. Cabinet of Ministers Resolution No. 1031 of 26 August 2025 changed the crossing rules: men aged 18 to 22 inclusive may travel abroad. The new rules took effect on 28 August 2025.

At the border, men of conscription age are asked for their military registration document, including in electronic form. The categories, grounds and exceptions are set out in the Rules for Crossing the State Border — the part that has changed most often. The current version and official clarifications: dpsu.gov.ua.

What "proving the purpose of the trip" means in practice

The wording in the rules sounds abstract; in practice the border guard wants to see three things: where you are going, where you will stay and what you will live on. A printed accommodation booking, an invitation, a return ticket, or a work or study document all serve. Means are shown in cash, by bank statement or by card — each country sets its own expected amount, so there is no single figure for the whole Schengen area.

Medical insurance is not part of the visa-free entry conditions, but it is worth having: without it you pay for treatment yourself, and some countries ask to see a policy during checks.

Children abroad

The basic set: the child's own passport for travel abroad, a birth certificate, and a document confirming the authority of the accompanying person if the child is not travelling with a parent.

According to the State Border Guard Service (as of 10 June 2025), simplified rules apply to children under 16 for the duration of martial law:

Who accompanies the childIs the other parent's consent required
One parentNot required
Grandparent, adult sibling, stepmother, stepfatherNot required
Other people (not relatives)Required: a written statement by one parent certified by the guardianship authority, or notarised consent from both parents

Do not laminate the birth certificate: if a border guard has doubts about a document's authenticity, they may initiate an additional check, and that costs time at the crossing.

If you are driving

Vehicle documents are added to the personal ones:

Check separately how much fuel you are carrying in a jerrycan and what exactly is in the boot: that is the customs side, covered in Customs allowances.

A short pre-departure checklist

  1. Passport: valid for at least three months after your return, issued no more than ten years ago.
  2. A separate passport and birth certificate for each child; consent or a statement where required.
  3. For the driver: licence, registration certificate, valid Green Card.
  4. For men of conscription age: military registration document.
  5. Proof of the purpose of the trip: booking, return ticket, means.
  6. Cash above the equivalent of EUR 10,000 must be declared on both sides of the border.

What this page does not do

It does not replace the primary source and it is not legal advice. We deliberately do not publish lists here that change every month, and we do not repeat other people's interpretations of the rules. Every figure above has an official source: SBGS for departure and documents, the State Customs Service for goods and cash, and the EU travellers' portal for entry conditions.

If you saw a different practice at the border from the one described here, write to us through the feedback form. We check such reports and date our corrections.

Once the documents are together, the second decision remains — when to travel and through which crossing. That is covered in How to choose a border crossing.
